Can I monitor an Arlo base station cameras with a USB to a older TV?

Unfortunately No, you cannot use an older Tv with a USB to monitor your Arlo Camera.

You can watch it on a smart tv if you have a web browser available, then you can live stream.

The Arlo camera includes a wireless router that plugs into any standard wall outlet. In addition, it also includes USB ports that connect to a device that provides an alternate power source if needed.

The Arlo camera does not record video for longer than 15 minutes. This time limit is due to the camera being a low power consumption device. The camera will cycle through this cycle until it is turned off or the batteries are drained. That equates to about 3.5 hours of recorded clips on one set of batteries. The cameras themselves are not cheap, but they do last.
